Alisha Lineswala, JD

Policy Director

Alisha is a policy leader with over a decade of experience advancing equitable access to health care in public health care programs through administrative and legislative policy, coalition strategy, and policy implementation. Her work has focused on expanding sexual and reproductive health coverage, access, and quality. She is dedicated to ensuring that everyone can obtain the reproductive health information and services they need without barriers, bias, or coercion. In her role as Policy Director at CECA, Alisha provides strategic leadership to shape, expand, and implement CECA’s policy portfolio.  

Prior to joining CECA, Alisha developed and drove solutions to increase access to care and improve quality at Planned Parenthood Federation of America and The National Consumer Voice for Quality Long-Term Care. This included leading a comprehensive multi-year campaign elevating the harms of “defunding” Planned Parenthood from Medicaid; collaborating on the strategy to preserve veterans’ access to abortion and counseling; and contributing to advocacy to strengthen state provider safety nets, resulting in California’s Reproductive Health Access Demonstration proposal. Since 2012, she has also served in various leadership roles in her sorority (Zeta Sigma Chi Multicultural Sorority, Inc.), where she has guided organizational strategy, governance, member engagement, and social justice priorities. 

Alisha earned her Juris Doctor with a concentration in Health Law from Saint Louis University School of Law.
